Shooting dogs on the streets of Bucharest was an extremely rare incident before Mayor Traian Basescu made cruelty the official policy of the authorities. Here you can see Mouthy, who miraculously survived such shooting last year. A local vet, Dr. Dragos Tudose, managed to repair his double fractured jaw and the rest of his face.
